چکیده: Abstract: Abstract Today, epidemic disease, wars, terrorist attacks and natural disasters such as earthquakes and floods have encouraged governments and humanitarin organizations to use scientific techniques to improve their service to victims. Meanwhile, one of the most important decisions for these organizations in pre-diaster phase is suitable determinaion of each necessary product which is more important due to the uncertainty conditions. Because if the order is less than the actual demand, suitable services to injured people will be difficult, and if the amount of purchased goods supply are more than the actual demand, holding costs will be increased. Since using appropriate contracts between the members of the relief supply chain it is very valuable to provide products in shorter time and lower cost. However, if the supplier cannot supply enough products for the capacity constraint, outsourcing will be necessary. Therefore, in this research, a new bi-objective mathematical model is proposed to coordinate the supply and distribution of relief items using quantitatiy flexibile contracts and the possibility of outsourcing under demand uncertainty to reduce costs and increase service speed. To solve small-sized problems the Epsilon-constraint method, and for the larg-sized problems, NSGA-II and NRGA algorithms have been used. Both algorithms have been compared in terms of solution time and four different evaluation criteria. The results showed that the NRGA algorithm had a better performance than the NSGA-II algorithm
