چکیده: Abstract: The purpose of this research is to provide a model for identifying and prioritizing the key obstacles to the successful establishment of the humanitarian supply chain in the face of crisis using an efficient decision-making method. Research method: For this purpose, first, 43 obstacles to the success of the humanitarian supply chain have been identified from the research literature. By subjecting to the judgment of 41 research experts who were selected from among the employees and experts of Fars Red Crescent Organization, by calculating the value of CVR, sixteen obstacles have been selected as the main obstacles to the success of the humanitarian supply chain. Then, by using DEMATEL method, it has been applied to influence, affectability, the degree of influence and influence, and the cause or effect of the obstacles. Research findings: According to the obtained results, factor D7 or weak commitment and weakness in managers' responsibility have the greatest effect and factor D11 or weakness in fleet management (transportation planning, availability and routing) has the least effect as barriers to success in It has a humanitarian supply chain. Also, criterion D4 or the lack of agility of the supply chain is the most effective criterion and criterion D16 or sanctions is the least effective in the failure of the humanitarian supply chain. Criterion D3 or weakness in inventory management has the most interaction and connection with other criteria and criterion D15 or cultural problems has the least interaction. Then, using the best worst method, the importance of each obstacle is determined. Based on the calculated importance, each of the factors can be considered as an important or less important factor. For example, the criterion of cultural problems with a significance of 0.052 is considered the least important criterion compared to other barriers. In contrast, weakness in inventory management and weakness in cost system management are considered to be the most important obstacles in the success of the supply chain.
